Important: Campus-Wide Smoking Ban Notice (All Faculty, Staff, and Students)

Dear Faculty, Staff, and Students,

To maintain a healthy campus environment, in accordance with relevant laws and university regulations, smoking is strictly prohibited on campus, including cigarettes, e-cigarettes, and heated tobacco products. All faculty, staff, and students are required to comply fully. Violations will be addressed in accordance with university and national laws. Detailed regulations and important notes are as follows:

 


 

I. Legal Basis and Relationship with School Regulations

  1. The University's “Campus Tobacco Control Management Measures” explicitly stipulate that faculty, staff, students, and non-affiliated individuals who smoke in violation of campus regulations and fail to comply after receiving warnings shall be subject to disciplinary action in accordance with school rules.
  2. The university's “Student Reward and Discipline Regulations” explicitly list “littering cigarette butts or smoking in non-smoking areas” as offenses subject to disciplinary actions such as reprimands.
  3. Legal basis includes Article 18 of the Tobacco Harm Prevention Act, which designates schools as smoke-free zones. Violators may be fined under Article 40 of the same Act.

II. Main Provisions

No Smoking AreasAll areas within the campus include indoor spaces, public areas, entrances and exits, corridors, stairwells, classrooms, laboratories, libraries, offices, fire escape routes, as well as outdoor main walkways, driveways, pedestrian crossings, and public activity spaces.
Prohibited SubjectsAll faculty, staff, students, and visitors. Individuals under the age of 20 are prohibited from smoking and purchasing tobacco products.
Violation DisposalViolators shall be subject to disciplinary actions in accordance with campus regulations (including student reward and punishment rules, faculty and staff service regulations, etc.). Where necessary, cases shall be referred to the competent authority for penalties under the Tobacco Harm Prevention Act.
Complaints and Accountability ZoneA Tobacco Control Task Force has been established. Each academic and administrative unit has designated responsibility zones for discouraging smoking and conducting patrols within their areas. If you observe any smoking violations, please report them through the campus reporting channels. Reporting Hotline: (02) 2861-0511 Extensions 14802, 12102, 13206
Support MeasuresFaculty, staff, and students seeking smoking cessation support may contact the Health Services Office for counseling and relevant resources. Awareness campaigns will continue to be conducted.

 


 

III. Attention to All Faculty, Staff, and Students

  • Strictly adhere to the comprehensive smoking ban outlined above. Do not smoke in any designated non-smoking areas on campus.
  • Faculty and staff are responsible for advising violators; students are requested to cooperate with one another, respecting campus public spaces and the rights of others.
  • Violators may face disciplinary action under university regulations (student reprimands, demerits, or higher penalties) and government fines.

 

IV. Effective Date

This notice takes effect immediately. Effective March 1, 2023, all designated smoking areas on campus have been removed, and all smoking restrictions are now fully enforced.
