一、聯合國大會2025年12月15日第80/119號決議，業通過《聯合國消費品安全原則 (United Nations principles for consumer product safety)》，重申所有消費者均應享有商品安全之權利，呼籲提供高水準之保護措施，尤其針對弱勢及不利處境之消費群體，旨在建構一個全球性商品安全框架。上開原則所指「消費品」，係指供消費者使用之產品，不包括食品、藥品和醫療器械。

二、我國尚非聯合國成員，惟基於促進國民消費生活安全之消費者保護法立法目的，建請各主管機關參考國際重要政策文件、持續完備相關法規制度，並積極透過雙邊、區域合作以分享資訊暨採取必要措施，俾防制不安全產品造成危害。聯合國經濟及貿易會議(UNCTAD)網提供旨揭原則4種語言版本之電子檔(網址 https://unctad.org/topic/competition-and-consumer-protection/united-nations-principles-consumer-product-safety)，茲經本處以正體中文及國內用語整理如附件，請卓參。

Forwarding the "United Nations Principles for Consumer Product Safety"

1. On December 15, 2025, the United Nations General Assembly adopted resolution 80/119 endorsing the "United Nations Principles for Consumer Product Safety," reaffirming the right of all consumers to safe products and calling for high levels of protection, especially for vulnerable and disadvantaged consumer groups, aiming to establish a global framework for product safety. The term "consumer product" refers to products intended for consumer use, excluding food, medicine, and medical devices.

2. Although our nation is not a UN member, in line with the purpose of the Consumer Protection Act to promote safety in consumer life, all competent authorities are advised to refer to key international policy documents, continuously improve laws and regulations, and actively engage in bilateral and regional cooperation to share information and take necessary measures to prevent harm caused by unsafe products. 1. Ngày 15 tháng 12 năm 2025, Đại hội đồng Liên Hợp Quốc đã thông qua Nghị quyết 80/119 phê chuẩn "Nguyên tắc An toàn Sản phẩm tiêu dùng của Liên Hợp Quốc", tái khẳng định quyền của tất cả người tiêu dùng được sử dụng sản phẩm an toàn và kêu gọi thực hiện các biện pháp bảo vệ ở mức cao, đặc biệt đối với nhóm người tiêu dùng yếu thế và dễ bị tổn thương, nhằm xây dựng khung an toàn sản phẩm toàn cầu. "Sản phẩm tiêu dùng" được định nghĩa là sản phẩm sử dụng cho người tiêu dùng, không bao gồm thực phẩm, thuốc và thiết bị y tế.

2. Mặc dù đất nước chúng ta không phải là thành viên Liên Hợp Quốc, nhằm thực hiện mục tiêu của Luật Bảo vệ Người tiêu dùng để bảo đảm an toàn cho cuộc sống người tiêu dùng, đề nghị tất cả cơ quan chức năng tham khảo tài liệu chính sách quốc tế quan trọng, hoàn thiện liên tục các quy định pháp luật và tích cực hợp tác song phương, khu vực để chia sẻ thông tin và thực hiện các biện pháp cần thiết nhằm ngăn ngừa các sản phẩm không an toàn gây hại.
